The Attorney General and Minister for Justice, Dr. Dominic Ayine, has disclosed that over GH¢8.2 million in state funds was deposited into a personal Ezwich account belonging to former National Service Authority (NSA) Director-General, Mr. Osei-Assibey Antwi.
Addressing the media at a press conference in Accra on Friday, June 13, 2025, Dr. Ayine stated that the suspicious transfers are at the heart of an ongoing investigation led by the Operation Recover All Loot (ORAL) taskforce — a special unit tasked with tracing and retrieving misappropriated public funds.
“A total of eight million, two hundred and fifty-six thousand Ghana Cedis (GH¢8,256,000.00) was deposited into Ezwich account number 1177042059, which is registered in the name of suspect Osei-Assibey,” Dr. Ayine revealed.
He further confirmed that the Ezwich card linked to the account was discovered during a search of the suspect’s residence, strengthening the case that the funds were personally accessed by Mr. Osei-Assibey.
The development is part of a broader probe into the long-running “ghost names” scandal within the National Service Scheme (NSS), in which salaries and allowances were allegedly paid to non-existent personnel. The scandal has cost the state millions of cedis in fraudulent payments.
“This revelation is one of several alarming discoveries made by the ORAL taskforce, which is committed to ensuring the recovery of stolen public funds and the prosecution of those responsible,” Dr. Ayine added.
Mr. Osei-Assibey Antwi is expected to face charges following the conclusion of the investigation. The Attorney General assured the public that the government is determined to hold all individuals involved in financial misconduct accountable.
The ORAL taskforce was established as part of a renewed anti-corruption agenda to uncover and recover embezzled public resources. The Attorney General reiterated that no individual—regardless of status—would be shielded from the law.
